Authorship uncertain. Following the song on the Great American String Band tape someone (Grisman?) says that it is a Buddy Emmons song. The song performed is very similar to versions of Bud's Bounce that are credited to Forrest (Bud) Isaacs. It may be that the latter is an arrangement of the former. Or it may be that Buddy Emmons rearranged an earlier song by Isaacs (an earlier pedal steel player) in honour of Isaacs role as a pioneer pedal steel player. Hence my confusion over the authorship.
